The Niagara Parks Commission has issued a formal Request for Proposals (RFP) to the Planning, Architectural and Landscape Architectural Consultant community, seeking assistance and support for the development of a Concept Master Plan for Queen Victoria Park.
The purpose of the Concept Master Plan is to establish a set of structured guidelines for the ongoing development, programming, and management of Niagara Parks lands within Queen Victoria Park, from Oakes Garden Theatre and its Rainbow Gardens to Kingsbridge Park.
Background:
The Niagara Parks Commission is a self-funded agency of the province of Ontario and is responsible for the maintenance of 1,325 hectares of pristine parkland, stretching some 56 kilometers along the Niagara River from Lake Erie to Lake Ontario. First established in 1885, Niagara Parks is mandated to preserve and enhance the natural beauty of the Falls and the Niagara River corridor for the enjoyment of visitors while maintaining financial self-sufficiency. The important stewardship responsibilities with which Niagara Parks has been entrusted continue to guide the daily operations of the organization, as well as its vision and strategic planning for the future.
The area of Queen Victoria Park is a central and fundamental component of the Niagara River corridor experience. The lands extend along the Niagara Parkway, overlooking the Niagara River, from the Rainbow Bridge to Kingsbridge Park, including classic landmarks such as Oakes Garden Theatre, which will be celebrating its 80th anniversary this year, and Dufferin Islands, as well as newer additions, such as WildPlay Niagara Falls’ MistRider to the Falls Zipline attraction.
At the heart of Queen Victoria Park is the American and Canadian Horseshoe Falls, which create an unforgettable backdrop to the natural attractions, meticulously maintained parks, pathways and green spaces, and various retail operations, and locally sourced restaurants that comprise the area. Developing an updated Concept Master Plan for Queen Victoria Park will ensure these lands are preserved in a way that reflects the current commercial, environmental and historical positioning of the area while looking to enhance the visitor experience and adhere to the stewardship responsibilities of Niagara Parks.
Objective:
The goal of the Concept Master Plan is to carefully consider the many facets that ensure visitors will continue to enjoy one of the most spectacular Parks in the world while preserving the Park for future generations. The Plan will focus on how visitors connect emotionally and physically with the lands and spaces within Queen Victoria Park, examine connectivity and movement from within the study area and access from areas outside of it. The Plan will identify existing nodes like Oakes Garden Theatre, Grandview Market Place, Queen Victoria Place, Oak Hall and its golf course, Table Rock Visitor Centre and Kingsbridge Park, as well as potential nodes such as the historic former Power Plants, and the Niagara Parks Floral Showhouse.Natural heritage features within the Master Plan also include the Moraine, Dufferin Islands, and the Niagara Gorge, which are important habitat for rare and/or endangered species.
The development of the Concept Master Plan will be based upon Niagara Parks’ vision and mandate and new Strategic Plan and will be a blueprint to lead The Niagara Parks Commission forward, by:
- Leveraging and activating Niagara Parks’ natural wonders and iconic experiences;
- Preserving and showcasing Niagara Parks’ rich heritage, culture, and lifestyle. Supporting a dynamic business environment with a focus on investment attraction, connection to local communities, job creation and economic well-being; and;
